一、用法不同

1.at the top of

用法：at 表示点，在句子中用作状语，在物体内部的上面。

2.on the top of

用法：on表示部位上的接触，冠词the常可省去，这时可用at the top of 替换，在物体外部的上面。

二、含义不同

1.at the top of

释义：在……顶点上，at多用于指空间某一点。

例句：I waited at the top of the stairs. 我在楼梯顶端等着。

2.on the top of

释义：在······上面，on都可表示地方、位置。

例句：Clouds are forming on the top of the hill. 云正在山顶上形成。
